This Project is able to generate a variety of synergies.

Economic effect:
Expressways built in the deep underground help to resolve chronic traffic congestion issues, thereby producing significant economic effects.

Job security:
This Project contributes to job security through its large-scale development. There may come one day when we will no longer see redundant roadworks above ground.

Public financial burden:
This major PFI project is able to generate sufficient revenues for repayment.
Construction time can be shortened through the use of deep underground space, since there is no need to make land purchases, and growth in its use is anticipated due to its ability to resolve congestion.

Future:
As an equivalent space area is required to rebuild the deteriorating Metropolitan Expressway, there is no other option under the current state except to continue with the reinforcement works. There is ample space in the deep underground, and this offers a strong potential for further expansion or renewal.

Safety:
During an earthquake, the magnitude at the deep underground level is one-quarter or less than that on the ground surface. It is therefore far safer to have underground than elevated expressways.

Environment:
It is possible to make dramatic improvements in the current environmental condition, where large amounts of exhaust gas are released into the atmosphere, by building centralized ventilation and exhaust gas purification facilities underground. Additionally, this Project also helps to beautify and brighten up the scenery of Tokyo.

Culture:
Take “the sky of Nihonbashi” as an example. Construction of the Metropolitan Expressway has caused Tokyo to lose some of its valuable cultures. This Project makes it possible to develop a cultured and livable environment that focuses more on people than vehicles.
